On June 11, 2021, the 32nd Siwei Lecture was held. Baoxing Qiu, former Vice Minister of the Ministry of Housing and Urban Rural Development, and academician of the International Eurasian Academy of Sciences, was invited to bring a wonderful report "double carbon strategic outline from the perspective of complex science", which analyzed from the perspective of low-carbon economy and green development, and interpreted the development of carbon peak and carbon neutralization in China and the world.
In the report, Baoxing Qiu described that the implementation of the "double carbon" strategy is a systematic project with urgency, complexity, and risk. The "double carbon" strategy should be regarded as a major social change with the wide participation of cities, enterprises, and people. Complex science reveals that the most essential feature of a real system is its (component) subject's ability of self-organization, self adaptation and self driving. By using the latest achievements of complex scientific theory,enabling the subjects at every level of society to actively participate in the correct design and implementation of the "double carbon" road map will be the key to the "double carbon" strategy.
The two-hour report won warm applause from the audience. In the interactive session, the audience actively asked questions regarding carbon price mechanism, carbon neutralization from the perspective of supply side, carbon peak path and so on, and all questions were patiently replied.
