In the report, Prof. Rothfield introduced the functions of culture in man’s life and economic, social development. He pointed out that culture has been affecting the direction of man’s progress while developing itself. In the context of globalization, the importance of regional culture is quite clear. The culture policy has become a key issue to consider in the management decisions of governments. Then Prof. Rothfield introduced Theory of Scenes that he was under his research. The theory says that the culture in an area can be quantitatively classified and judged by observing the constitution of people, things and activities in a given area, together with the scene value scale, thus providing scientific theory basis for the culture policy.
