Dean Cheng Siwei made a lecture on “How to Do Strategic Research” for three doctoral classes including defense strategy management doctoral class, innovation management doctoral class, as well as Xinjiang doctoral class on the morning of Dec. 7. The lecture mainly includes three parts: what is the management strategy, how to determine the strategic target, how to formulate strategic measures.
Dean Cheng first explained his definition of management: management is various activities of the manager and the whole process of using a variety of resources to achieve the goal in complex environment. For the term "management is decision-making", Dean Cheng held positive attitude. He believes that there is strategy in decision-making. Strategic research has the characteristics such as being overall, long-term, and c omplex, so strategic research involves setting the strategic objectives and making strategic measures
When talking about strategic objectives, Dean Cheng said that determining the strategic objectives involves three aspects:problem finding, goal setting, resource analysis and environmental analysis. As for making strategic measures, Dean Cheng thought that a good model is very important, however, the most important in strategic research is the feasibility analysis of the strategic measures.
Dean Cheng finally summed up the main contents of the lecture to two initialisms: POSMEP,which stands for problem,objective,situation analysis,models,evaluation,and proposal.TELOSP, which stands for technology,economy,legal,operationa,schedule,and politica.The former shows the process of doing strategic research, and the latter means the feasibility analysis in the strategic research.
